Why on earth is this bothering you so much? What has his degree or lack of have to do with you? Get on with your own job and let him continue to dig his own pit. You are actually sounding quite obsessed, and unless you let this go your own work will suffer.
Anybody that is personally bullied will report him. If you think that somebody is particularly vulnerable and afraid to go to HR then have a quiet word with your line manager and ask them to keep an eye on the victim.
You really could do with more to occupy your life than the shortcomings of this person.0 -
I would become his new best buddy! You did, after all, go to the same uni... So you have something to bond over!
You could start reminiscing together, so ask him about his tutor, names of other people on his course etc...
Be subtle, but let slip your mate was a tutor there so you are familiar with lots of the staff. Perhaps even ask if he remembers a professor that didnt even lecture there and see if he says yes.

You should also ask him for his photo, the one all Uni students have carrying the scroll. If he can't provide it, it's likely he didn't go. I don't know any Uni student who didn't get their photo done.
I had one done but it is terrible - I do have a copy of it somewhere but I would definitely not be prepared to show it to any employer or colleagues! And I can't think of any way in which you could ask a colleague for it!
