Hi There,
You cannot be taken to court ever for ANY so called car parking violations whether they be the so called Penalty Charge Notice or a private car parking zone even if you don't pay in the first place to park a vehicle.
A PCN is exactly that a NOTICE I have fought my local council several times and won every time, don't ever sign anything from these people or your local council, there is no CONTRACT between you and them, contract law is everything once a person signs anything then it is contract law, councils and private car parking companies play on one's ignorance of not knowing your rights under common law and this law supersedes statue law every time.

One thing I will state ALWAYS READ everything on a council or private car parking invoice and you will see the words NOTICE that's all it is a ''notice'', no one can take you to court over a notice and make you pay EVER.

It always makes me laugh when people pay these companies and there local council your just wasting your money.

Believe me when I say your local council can be sued for Misconduct of Public Office for issuing a PCN and be taken to court by you, check out the link and lastly NEVER sign anything from these people ever.
