Broadband services not available at your address

This is quite bizarre; moving home and so I checked whether the new place can have broadband services and the result was "some services not available" so I checked both next door neighbours and a few random houses in the same road and all could get infinity services.
Is there any logical explanation for this?
The house has had a BT line in the past.

The availability is maxed out in that area so no new connections are available ?0

Looks like when you buy a house, you have to get the seller to sign a clause to leave a working line in the house. Sounds like the 1960s!0
