Fly be hand luggage

Does anyone know how strict Flybe are with their hand luggage dimensions?
I have a bag I am planning to use, which is well within 2 of the dimensions. The third should be less than 20 cm? My soft bodied bag is 20-21 depending on how you measure it.
Do you think I will be ok if I don't overpack the bag?

Does it squash down to 20cm or less if not overpacked or is it rigidly 21cm irrespective of how packed?
