Slow heating immersion tank

I have a immersion tank with a header tank, the element goes in through the side at the bottom.
When it comes on it takes twice as long to heat up. I have checked the voltage and it has 240v going in.
Any ideas anyone?

Twice as long as?? as previously? or in another house?
It could be the thermostat cutting in and out. You can check that by seeing if the 240v is there all the time. Or if you know what you are doing you can bypass the thermostat to check.
The element can get furred up but that should only make a marginal difference.0
