December & romance? Find anywhere that has a big log fire. That can "just happen" to have champagne to hand, or do you two large cocoas to go.
The ice rinks that will probably be in place at Somerset House & the Natural History Museum? Not cheap but glorious backdrops and with the museum, there'll be a cafe to warm up in & a place to go visit & learn & enjoy regardless of whether she says yes. Plus what a place to have as "Our Museum"! Need not be in London, either.
Gardens & parks may have seasonal entertainments on that will provide a good excuse to wrap up, show up & then wander around snuggling close for warmth?
If being outside is not vital, have a chat with your local pizza place. I'm certain it's possible to make a pizza asking "Marry Me?" but if it has toppings she hates, the answer may not be the one you're hoping for.
One look at the ArcelorMittal Orbit makes me wish I could coax my husband to propose at the top - at least he could guarantee it'd be downhill all the way but a heck of a ride!
Another vote for keeping it as between the two of you as you can manage. I wouldn't mind a knowing grin or two as I sipped champagne (much) but my cousin buried a bottle (for the surprise & the coolth) so he could propose in absolute privacy whilst still having the essentials (his words) to hand. Geocaching with a point...
