Which payg networks do not have a time limit on top ups?

No.
Your top ups have no expiry.
But you must make a chargeable call once during the previous 6 month period, otherwise they will switch the phone off.0 -
The confusion may arise because there are payg monthly add-on options with included minutes or texts. Some of these are limited to that month, and will only add on the next month on another top-up, but the credit itself will not expire.0
