Yes they do - at street level they use the old cast pipes as a sleeve for the new plastic pipe.
At every existing tee to supply houses the cast pipe is smashed out so the individual house supplies can be plastic welded to the new street supply once it has been fed through and then connected to the existing individual house supply, rarely will they supply new plastic all the way to the property.

My point was that this pipe might already contain a plastic gas pipe - not that he should have one installed.
It could affect the results of any audio tests already suggested.
