Warm Air Heating System Replacement Costs

I have purchased a house with an air central heating system, however it seems to be fitted is either the original unit or older than 2005 boiler (good testament that they are reliable).

I started to enquire regarding both replacement to a complete wet system or just replacing the current air heating boiler, however pricing is difficult to come by with the air heating system but managed to get one quote which took me by surprise.

Replacement to a wet system (boiler, radiators, parts labour) quote around £3500

Replacement of just the Air heating boiler ballpark figure around £4000+

Surely this cannot be right? it seems nonsensical that the replacing just a boiler is far more expensive than an overhaul of the central heating system.

Any ideas if the ballpark price is realistic? I called Johnson & Starley which in turn put me in contact with a heating engineer.
