If it's just for internet and movies, why not consider a Chromebook/Chromebox? Fits your budget and will quite happily handle everything you've mentioned.

I have my main powerful PC, but also a Chromebook. The Chromebook is used 90% of the time. I only go on the PC when I need to use Photoshop.
