I think that "40 means 40" is there because merely putting up a 40 sign is ineffective for the vast majority of people and they need it reinforcing even more. I really have a low opinion of people don't I?:o:o:rotfl: But I think there is something that means people generally will fail to notice things unless they are pointed out even more.

I know someone who had to do a speed awareness course having done 32 in a 30 limit. The first thing I said was 'I thought you were allowed 10%'. Didn't apply in that case...
