DWP - right hand doesn't know what the left hand is doing

I got a letter from the DWP saying that another (this will be the 5th) decision maker has looked at my file including the DLA file that wasn't considered during the initial application and has concluded that I am not entitled to PIP. I was indefinite before I went over, my sister and brother in law are still on DLA on indefinite awards. Our surnames start with the same letter, b-i-l had the same award as me and my sisters NI number is almost identical to mine (hers is 1 number lower than mine) so I don't know how they are drawing the names out.
