In NZ the law is slightly different. PPC's can apply electronically to VTNZ for keeper data (a la DVLA EDI). However, keeper's can opt out from having their data available to all parties except government departments and law enforcement. In such cases PPC's can then make a paper application in much the same way as a V888 but each one is dealt with on a case by case basis and the process is slow and relatively expensive. In practice PPC's don't bother.
Besides all of that I understand that what we know here as the FRO letter (inviting PPC's to contact the driver responsible) is well established. The other fact to bear in mind is that there is no compulsory insurance requirement in NZ and that in effect - with permission - anyone with a full licence can drive any car.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
