Articles (just) over a year old, it looks like over in Australia PPCs had to first petition the courts to get hold of keeper data.
Meanwhile over here the DVLA just rolls over and gives the data to the PPCs as long as they belong to an accredited trade association, as long as some sort of code of practice is in place.
The BPA is, in my opinion far from credible and the IPC is another matter altogether.
The only realistic solution here would be for the DVLA to turn off the electronic link, and only accept requests for data via a hand written form, coupled with an outright ban on automated camera systemsFrom the Plain Language Commission:

The Australian government whilst being strict have always been fair to it's residents.
Cannot say that about the UK government
This will cause damage to Smart Parking as they are in Auss and NZ marketing ANPR.
No doubt NZ will follow
The DVLA could add the £2.50 to car tax if they don't want to lose revenue and that would bring in £millions every year, much more than the current PPC scammers make them.
They have to stop these scammers getting access to our information.
Of course there will be a price to pay, lost revenue to the BPA AND certain closure of the IPC.
I would be more than happy to pay an extra £2.50 in Road Tax, it would bring in for the DVLA some £70million plus and a lot more.

I think if you were to find who gas shares in what, you may find why they hid a new legislative act to screw us all over with in what was billed as protecting freedoms.

The DCLG report is seriously late in delivery. Makes you wonder whether there are some nasties in it that the BPA is desperately attempting to ameliorate.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
