What happened was that he forgot to display his Blue Badge. There is no need to invite questions about whether he should've bought a ticket.0

But you don't send him to the Morrisons shop.
You just need one email complaint to M's Head Office, include the Blue badge and just say how angry he is as a customer to be threatened with court for shopping:
