Parking eye ticket at Morrisons car park

                    I am posting here on behalf of my father.
Today he received a parking charge notice by post because he parked on a bay without displaying his blue badge on 1st of June 2016. The amount is for £100 but reduced to £60 if paid in 14days.
My father is a blue badge holder, as there was no free disabled bays to park his car, he parked it on a normal bay and completely forgot to display his badge. He stayed at the car park for 45mins.
Is there anyway to appeal for this charge, he is willing to send over his both sides of his blue badge.
Please advise.

 My dad shops there every week. He normally shops using cash.

 I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.
 I believe that your signs fail the test of 'large lettering' and prominence, as established in ParkingEye Ltd v Beavis. Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers before they park.
 Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. I believe the driver may well be eligible for cancellation and you have omitted clear information about the process for complaints including a geographical address of the landowner.
 There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
 I have kept proof of submission of this appeal and look forward to your reply.

            yes it is the correct template
 PE use anpr cameras so have no system to police free parking bays for BB holders
 the BB isnt even valid on private land (his blue booklet tells him this) but the EA2010 is valid and is what counts, so the BB holder needs to also complain to the landowner and demand a cancellation
 his BB didnt allow him to park free of charge in the normal bays, plus the signs MAY say ALL parked vehicles have to pay
 PE check the anpr cameras against the tickets bought, which require the VRM to be input, hence why this person received this pcn in the first place0

 still complain to Morrisons .... take any shopping left from the last shop .... and speak to the manager .... not customer services .... tell him the shopping bill is now to dear and can you have a refund ....
 also tell him you are / will complain to head office re this persecution .
 the complaints is the easiest way to sort this so both to be done at same time ...

            When he's complaining to Morrisons he should avoid mentioning anything about parking in this space or that. He should just say that he forgot to display his Blue Badge.0

            for me ........ unless any one else says different .....
 tell them what happened ...... ask is this the way to treat a long term customer ......... why should you ever shop there again ?
 do not forget the email / letter to head office ....... the newbie thread has a section on complaints ...
