What can a tenant do if estate/letting agent imposes unfair terms?

The letting/estate agent is also the managing agent of the entire building.
They have completely stopped giving me a meter reading now. I spoke to shelter and they advised me to say the letting/managing agent is not letting me enjoy the property fully in the redress complaint letter which is what I am doing.
There seem to be hardly any laws that would support a tenant. I am expected to pay my bills yet can't have a meter reading.0 -

The supplier is not sure a smart meter can even fit in there as they might have to cut off the power to the rest of the flats which they dont want to do.0
