Horizon Parking, Asda, Hatfield

Two days ago I received a letter from Horizon Parking. I got a ticket for exceeding the parking time on asda parking in Hatfield. Allegedly I left the car in the parking for almost 5 hours.
I never left the car in the parking for more than an hour. Even when I was doing shopping in asda and then visited other local shops.
Sometimes I cross the asda parking but do not park there. Most likely, that day I was in asda and then (5 hours later) just drove through the parking.
System to reading car registration numbers does not work properly. Coming close to the other car, registration number of my car is not read (I checked 4 times :D).
Can I appeal it?

    Double Dipping a common problem with ANPR systems.
    Firstly complain at the store and don't be fobbed off.

    It's called double dipping where you drive in once and drive in again later. The ANPR PICKS UP on the second exit.

    Asda recently terminated a parking company called Smart Parking who produce this ANPR rubbish maybe they sold it to Horizon ?
    You need to complain to Asda as its tantamount to fraud .
    You now require a copy of the day's ANPR logs from Horizon for their ANPR system to proof beyond doubt their claim

    Hi again.
    One week ago (24/06/2016) I wrote email to Horizon Parking:

    --- Dear Horizon Parking,

    --- With ref to ticket number ****** issued on 03/06/2016

    --- I am appealing this ticket as Registered Keeper of vehicle ******* on the following grounds:
    --- 1) My car was not there once a time, which have indicated in the PCN. The car was there twice.
    --- 2) Your ANPR system is clearly faulty. ANPR does not always read the registration number. ANPR sometimes misreads the registration number. In a situation where cars drive close together, ANPR does not see the registration number of the second car.
    --- 3) Please cancel that Charge, because the situation referred to that PCN did not take place.

    --- If you disagree with this appeal, please send me a POPLA code so that I can have this deal with by the independent appeals process.

    --- Registered Keeper



    Today I received a reply from them:

    --- Thank you for your correspondence regarding the above Parking Charge Notice.

    --- In light of your representations that you were a customer on site at the time in question, we would be prepared to reconsider the status of this Notice should we receive evidence of your claim.

    --- We therefore require you to send us a copy of your receipts, or any other evidence which would support your claim, so that we may assess your appeal accordingly. However, until such time as this evidence is received this Notice will continue to remain outstanding.

    --- We will hold this Notice at the current rate for an additional 14 days from the date of this correspondence to allow time for the documentation requested to be received.

    A joke. Receipt after shopping (26/05/2016 - one month ago!!!!) I threw straight into the trash. I always do. So what may be evidence? Can let Horizon Parking check their cameras (if they have) if my car was there for nearly 5 hours?

    Problem is, they are asking for proof of you shopping and if you were to provide that, it sounds like they will cancel. Horizon are more upper class than the other donkeys.

    Do you not have a credit/debit card you paid on or was it cash.

    As I said earlier .......
    You now require a copy of the day's ANPR logs from Horizon for their ANPR system to prove beyond doubt their claim

    Nowadays when I go into car parks where hee haws patrol, I always keep the receipt

  • Tomorrow I will go to Asda to speak to the manager. I hope Asda will cancel this ticket.
