You need to back up to the iCloud via WiFi. If you are getting your new phone from an Apple Store they will show you how to transfer the data and show you the new features of your new phone.
It can take a while to backup/restore, but the Apple system "just works", or at least it did last month when we swapped an iPhone 5 for an SE :j0 -
You could always back up your iPhone to iTunes on pc or laptop0

Phone storage is irrelevant when backing up. You seem to be confusing phone storage and how much of that you have free and iCloud storage which is what you need to backup.
Go into settings - general - storage and that will tell you exactly how much is used and what is using it.
You only get 5gb free iCloud storage and assuming you have a 16gb 4s with 2.9gb space that means you're trying to backup 9.1gb of stuff into the free 5gb. You don't have enough iCloud storage.
(I've guessed at 9.1 because the OS will take up 4ish and there's 2.9 left).
You can buy more iCloud storage and backup with that or you can install iTunes on your laptop/PC and do it that way. Which IMHO is far easier. Plug the phone in click backup. Let it finish. Plug in new phone. Click restore from backup. Let it finish. Done.Sigless0 -

After you connect both of the two iPhones to computer, you can directly move data between them via USB Cable. Just search the details online.
And I guess you sell/author it?
The iTunes software is free and the genuine article from Apple, why risk your data with anything else?0
