Suspended bay signs far from actual suspended bay and too high to read easily

Hi, can anyone help me?
I recently got a parking ticket for parking in a suspended bay.
It wasn't clear to me that the bay was suspended.
The sign was about 15m from my car. Also there were two signs which I now know we're different.
The bottom sign which was above eye level referred to an area with 'no-parking' cones along it and situated opposite some road works.
The top sign which was about 7feet from the ground related to where I was parked. There were no cones there and no road works.
I could have parked anywhere along the road but genuinely thought I was parked legally.
I think the signs were unclear.
Does anyone know if I can appeal against this?? If so, how??

Was this a Council/Police ticket or a Private parking charge notice?

Pepipoo help get almost all PCNs cancelled - and suspended bay signage is often at fault.
Post there with pics of BOTH SIDES of the PCN. Yes, the back as well.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
