Certainly the taxi driver was lax in his observation and indicated too late. So many drivers seem to think that indicating when turning left is optional, this video is an object lesson in why it is necessary (if done in time!)

However, the cyclist could've ridden more defensively: as a motorcyclist of many years' standing (and I still also ride a bicycle occasionally) I have learned the hard way that when approaching a junction (or indeed any other "feature" that could entail vehicles manoeuvring) always expect other drivers to do the stupidest thing imaginable. I know first hand that being in the right is not much consolation when you are in A & E having plaster casts applied.
