Water tank in loft

Hi all,
I have a water tank in my loft on a house recently purchesed.
What would be use of such tanks?
It is right above the bathroom electric cables and on joists which look dodgy to me. The joist is wet .
Another two joists has been ran prependicular to main one to support it .
Also a pipe goes out through the roof for over fill

The joist shouldn't be wet, worth investigating where the water is coming from and getting it fixed - if it starts wetting the plaster ceiling underneath then the ceiling could collapse.0

all i can think of is

It stores the water that goes into your gravity fed hot water & heating system.0

I shut off the main from the main road and opened all tabs and flushed the toilet while had some one watching the tank
Not a single was pulled from it
Reading around people do say that if you have combi boiler it should be removed0 -

Yes
It is a new house I have purchased so I know nothing about it
The tank has a outlet pipe which is wide open but seems to have been blocked off
I am looking to get a plumber to remove it0 -

Why?
