    Nope its not the lens. Its a software fault. When you cover the lens and zoom in out they are still there.
    Could be a sensor fault.

    Yea, I agree sounds like there is damage to the sensor

    My hunch is sensor damage, maybe it was pointed at the sun for a long time, or similar? It doesn't seem to vary in intensity so it's not so much a failure of the Red and Green but seems to be a permanent state of the blue sensor pixels.

    The shapes are too random to be an electrical failure (which would appear as lines), and that's simply not how software fails. If zooming makes no difference, it's not the lens, so really points towards sensor surface.

    I'd be inclined to say an S4 is a little old now, so might be worth using it as an excuse to upgrade, otherwise you could try an independent phone fix place where they'll take a camera from a donor phone and can probably sort it within £50 or so.

    that fact that they don't show other than in dimly lit/dark photo's would confirm this would it?

    In bright photos the sensor pixels are all well stimulated. It would be my hunch, at least
