Blue bits on photos

My daughter has a Samsung phone and when she takes photos in dark, blue bits appear, what could be wrong?

Nothing is (probably) wrong its just the nature of digital cameras.
Low light is generally a difficult situation to shoot photos, obviously there's less light so the camera has to up the sensitivity of the sensor this introduces "noise" on the end photo which can look like little artifacts or coloured dots, the camera us just over the physical limit about what its able to capture.
Its a situation where the quality of the camera starts to matter.0 -
If it is little speckles of blue then it is likely to be low light noise filtering. If it is large areas of blue then there may be a problemIITYYHTBMAD0

Sorry for half a story and thanks for swift replies. I was using on ipad in bed and couldn't achieve lifting pic. Anyway, this is a sample if it helps:-

I assume the dark, as an experiment. This is what she wrote:-

and I have just looked through some of her FB photos and those taken in daylight appear clear, but as you will see in dull light, they appear:-

As the pattern of the marks is the same could it be from a damaged or dirty lens?0

I would say that in the second photograph it looks like there may be a fault. I would not expect such a contrast using blue.IITYYHTBMAD0

It is interesting what each of you say and I've copied pasted to her thus far, but not expecting reply just yet, due to time difference and location. However, there is bound to be the question "but what can I do about it?". Nope its not the lens. Its a software fault. When you cover the lens and zoom in out they are still there.
