    As far as I make out, you appear to need very little ID to register to vote - just an NI number. Presumably there are some checks done in rthe background to confirm your nationality etc, but they appear not to require posession of a drving license, passport or other form of id

    A UK (or other Common Travel Area) birth certificate accompanied by a letter from HMRC/DWP showing the NINO is acceptable.

    My daughter got one of those ID cards which was fine for bars but nothing important. In the end, she bit the bullet and got a passport. Solved all the problems.

    NUS card, letter from landlord, letting agent. NHS card from doctor. Letter from doctor confirming I'd.

    Should be simple enough

    In theory you can as has been said. However, you are playing Russian Roulette if you try to rely on one because a lot of people refuse to let you in / serve you with a provisional licence. There is no good reason for this but some will reject it on the basis it looks "fake" and others will say it's the venue's policy to only accept full driving licences. If she can't pass her test then she needs to get a passport. You don't want your night ruined because some bouncer doesn't know what a provisional licence looks like.

    But that indicates they want to learn to drive. We call it a Learners permit/Trainee license. there is a third doc. But if that is all you have, she should go for it.
