bank account for 18 yr old with no ID

My college student Daughter is 18. she is trying to get a job around college and so is trying to open a bank account. We are having problems though as she doesnt have a passport, or driving licence, and no bills are in her name, so she doesnt have letters posted to her name at this address often, apart from the odd college letter. She also currently has no income coming in, and wont have any until she can get a job. Can anyne advise how we can get the poor girl a bank account please?
Is there anyway we can find a bank that will realise that as a young student that she wont have the forms of ID they are requesting.

    She has her student finance letters? Has she been sent a NI number?

    Has she never had a savings account with statements?

    With no credit history or identification her choices are obviously limited.

    Does she not have a building account or similar for savings while growing up?

    Would it be glib to say; get the young lady some ID ASAP? Surely most jobs will ask for ID? What about when she wants to go to the college bar?! An 18 year old needs to have ID, no question.

    A provisional driving licence would be good to have although many banks no longer accept provisionals for account opening. A full driving licence or passport would be the best bet here. I believe birth certificates are usually only accepted as ID for children.

    Regarding proof of address, it's true she probably wont have any utility bills in her name. Correspondence from UCAS or DWP may suffice.

    In hindsight it's a shame you didnt open an account for her when she was younger - depending on the provider it may have been migrated to an adult account when she turned 18 avoiding a lot of this hassle.

    Have you enquired at a few banks? Surely this isn't a unique or even particularly unusual position for an 18 year old to be in?

    Could she get a student account? A letter from the college would be OK, and a passport is not difficult to get.

    ID can be anything government issued, so could be a Tax letter, benefit letter, Tenancy agreement, Passport, Birth Certificate (U18 only)

    Is your daughter registered on the electoral roll at home (not at uni address) is there no letters addressed to her at her home address?

    When the account is opened she can changed the address to her uni address as a correspondence address.

    You dont need a passport or Driving Licence to open an account, just some other documents, although getting some form of ID for uni life would be suggested, its hard to be a student without ID.

    **edit, what ID was provided when she applied to University and/or student support?

    If she has student finance letters she will also have to provide birth certificate/passport for student finance any ways, stump up now for the documents or stump up later and get the finance late.

    Ask HMRC for a tax code notification letter.
    Letter from college/doctor.

    Apply for a provisional licence, some banks will accept these as single ID provided they are in date and the address is the same.

    I'm looking for work at the moment and employers always for my passport as they need to verify that I'm eligible to work in the UK. I dare say that other forms of id are acceptable but that's the easiest.

    I would therefore suggest that getting a passport for her would be a good idea as it would be helpful for the bank and for finding work.

    Can you get ID from DVLA w/o actually getting a drivers license?

    You can in the USA.

    AS said, shes gonna want a drink at uni at some point, and will need ID for this.
