Asking for drivers name

Hi All I received a PCN as registered keeper and sent BPA template from the sticky section. They have sent email back requesting name of driver and I'm not sure what to do next.

1: complain to the BPA that they have failed to give you a POPLa
code

2: complain to the BPA that the NTK asks for £120

...and show them the Notice to Keeper from PCS and any proof of your appeal (if you kept proof). Give the BPA the parking firm's name and the PCN number too, as well as attaching the PCS NTK.

DO NOT SAY WHO WAS DRIVING.
