Aside from the doctoring of photographs that is surely criminal (attempting to gain pecuniary advantage by deception i.e. fraud) if the signs state “unauthorised vehicles strictly no stopping/ waiting or parking” then there is no offer of parking therefore the OP cannot have entered into a contract & can therefore have breached no T&Cs. Here is a similar case where a judge held that 'forbidding' sings are not capable of offering a contract. Anyone who gets a dodgy POPLA decision needs to complaint to complaints@ POPLA and then complain to ISPA. Fabs35, I am sure Chinaski will pm you their POPLA code to use as an example of the same site (same sort of site) same ticket, different POPLA outcome. UNFAIR for consumers and causes them loss if they then pay (you do not have to pay unless a Judge tells you to).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The PPC-submitted photo has definately been photo-shopped.
Check out the sign on the leftmost part of the image (the one in front of the yellow 'No stopping or waiting at any time' sign).
It does not appear to be attached to anything at all. It is simply hanging in mid air.
Also, the sign attached to the bottom right post of the big, main sign would not normally be mounted down that low. They would normally mount the sign on it's own pole if no space is available on the main sign.Never Knowingly Understood.

The "signs" have been inserted in to a jpeg file as giff files and the image saved again as a jpeg the image is a most obvious and very poorly done fake.
This should be reported to the police it is deliberate and intentional breach of the fraud act.I do Contracts, all day every day.0
