On your own WiFi you could block the site in your router settings. But that wouldn't work if he used alternative WiFi or data.
On an Android device, you could maybe edit the HOSTS file.
http://gadgets.ndtv.com/internet/features/how-to-block-any-website-on-your-computer-phone-or-network-588357On Android, you'll need to edit the hosts file on your device to redirect sites you want to block. You'll need a file manager, and a text editor - the easiest option is to use our favourite app ES File Explorer, which lets you do both things. Here's how it works.
1. Install ES File Explorer Open ES File Explorer and tap the "/" button at the top. Tap on system > etc.
2. In this folder, you'll see the hosts file - tap it and in the pop up menu, tap text. In the next pop up, tap ES Note Editor.
3. Tap the three dots button in the top right, and tap edit.
4. Now, you're editing the file, and to block sites, you want to redirect their DNS. To do this, just start a new line, and type "127.0.0.1 www.blockedwebsite.com" (without the quotes, where blocked website is the name of the site you're blocking) for each website you want to block. For example, you'll have to type 127.0.0.1 https://www.google.com to block Google.
5. Reboot your Android device.
If that method is too complex for you, you can install an anti-virus app such as Trend Micro that lets you block websites.
1. Install the app and run it. Go to Options > Safe surfing.
2. Now swipe to Parental Controls and click set up account. Create an account and you'll see an option called Blocked List in the app. Tap it, and tap Add. Now add the websites you want to block one at a time. Once that is done, you won't be able to access these websites on your Android smartphone.

You could try speaking to him. He's going to be able to find a way to circumvent any technical solution that you try.0

I take it you want to stop him buying stuff - I suggest maybe limiting his access to credit cards and maybe just use a prepaid card like revolut, so it can be managed at least.
Fact is if he's over 18 you've no way to actually stop him, so look for ways to manage the situation in a mutually agreed manner. He's not a kid to be looked after and it shouldn't be your job to mother a partner.0 -
People (and especially children) can be incredibly devious and inventive in working out how to do something that someone else doesn't want them to do...0

You can do all you can at home but there's the possibility he will use his phone when at work or even do it when at a mates house. I agree with a previous comment that there's other ways of dealing with it, try talking to him.0

The best course of action his to ask him to stop.:A:dance:1+1+1=1:dance::A

In short, you can't. As an adult it's his choice what he does. As you don't own him you can't control any aspect of his life that he won't allow you to control.
You can do what you like, but if he really wants to then he'll find a way - and that'd add lies into the equation.
You need to either trust him/get him to agree to not go on it -or- split up based on the fact he is going on it and you don't like that. Whether he's in the wrong, or you're in the wrong, is irrelevant - if your expectations about what should be done/allowed or not are not matching then you're doomed anyway.0
