PALS can still help and get this cancelled. Tell them your circumstances and complain massively about this scam against patients & carers. Look up the Government NHS Parking Principles and you will find the Hospital has failed in keeping to that policy, due to this fine.
Also send an email to the BPA because this sentence below alerted me to the fact that PCS have sent what sounds like a Notice to Keeper for more than the £100 ceiling 'allowed' under the BPA Code of Practice:They forwarded me a copy of a follow up letter from PCS advising that as I hadn't paid within 14 days I now had to pay £120
So send the BPA a copy of the PCS letter (both sides) and complain about it misleading a keeper into thinking they were liable to pay, which then happened and has caused you loss, and not only that the NTK was for £120 which is over the £100 ceiling. And you can prove you were not the driver because you were in labour so to mislead the keeper of the car into paying when PCS do not use compliant NTK wording as set out under the POFA 2012, is scandalous. And certainly contrary to the government NHS parking principles!

And thirdly - your work CANNOT just 'call it a penalty' and pay it! You do need to raise this as a grievance informally or formally, whichever works best for you. This deduction is likely to be illegal/unsupported by the facts. This is a time for a bit of a fuss. This isn't a FINE - it is merely a private 'invoice' and was for YOU to appeal, or the driver, not for your employer to pay.
Finally - was the PCS letter headed 'Notice to Owner' or 'Notice to Keeper', please?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

as in the info from CM ( and others) you can overturn this if you follow advice ....

don,t care what you say PCS , or the parking Co will not hand the money back.
your employer GAVE them the money without appealing or going to court to fight the charge , they have admitted guilt on your behalf
you cannot start a CC claim to get the money back , as you did not pay them
ONLY if the PPCs employers (hospital) turned round and said "give us the money back or we cancel your contract" will money change hands
what can PALS do , get the charge cancelled , too late its been admitted and paid now
your only hope is with the backing of your union , and even going as far as to get people (employment law) involved with the contract.

Have dug out my contract. My contract only mentions fixed parking fines and traffic offences, this surprises me. It does say the lease company will pay and the charge will be passed to me.
The letter sent to lease company who sent it to my work does not start dear x. It just has the lease company name and address followed by Fixed Penalty Notice £120. In the first paragraph it says they are writing to them as the registered keeper of the vehicle. It asks them to pay or if they were not the driver then provide driver details.

at which point you can appeal to the relevant ATA or even end up in county court county courts do not deal or issue FINES. magistrates courts deal with official fines

correct , they should have passed your info to the PPC , they have blatantly broken the contract they hold with you
they have chosen to lie to the PPC by stating they (the company?) was the driver , and having done that they have invoiced you
your manager should have received letters from the PPC , when the lease Co passed your companies info on , upon receipt he should have wrote back naming you as the driverSave a Rachael

In addition to the above, under no circumstances must you call this a fine or penalty ( as it is non of these ) when dealing with the lease company or anyone else, doing so will make it harder for you to get your money back.
The correct term is a speculative invoice.
Depending upon your employment situation you need to dig out the lease agreement and ask your manager why you have been charged as this is not a fine, or a penalty and as such the charge is not covered under your T&C's/rental/lease contract and as such you expect to be re funded within the next 14 daysFrom the Plain Language Commission:

I don't have a lease, just a contract with my work.
I think the PPC is a member of the IPC.
I have read the government nhs parking principles. It does appear that others have complained to the hospital about the PPC.0 -
the origional PPC and its ATA are of no importance at the moment .
the company that was paid was called PCS , parking collection services , that are the collecting agents used by many low life scum bags
forget the PPC at this point
why did the lease Co pay a collection company a speculative invoice ,
a: without questioning it (or appealing)
b: without doing what is in the lease and passing info on
