    They don't always go together. You can get an endorsement for an offence without any points.

    Yes, if you're disqualified instead of points.

    Do you have any other situation in mind?

    For example you can receive an endorsement for "driving without due care and attention" on your licence but receive no points for this offence (without being disqualified).

    I had exactly such an endorsement in 1979.

    However, since the points system was introduced in 1988 DWDCA has carried an obligatory minimum of three points. [Road Traffic Offenders Act 1988, Schedule 2}

    That's interesting because I had a "driving without due care and attention" endorsement with no points in 2012.

    It was a Magistrates Court.
