Someone hit my parked car
Someone hit my parked car and has damaged the bumper, it has a huge split in it!
It was parked in the car park where there is CCTV, there has also been scaffolding lorries and work vans reversing into the car park to get onto the road.
I'm a first time driver I'm so upset and I'm not sure where I go from here...

Your post is a bit confusing. Are you saying you don't know who has hit your car? If so, surely speaking to whoever can view the CCTV would be a good start to see if that helps identify them.
If not and you want the car repairing then you will have to claim from your insurance or pay for the damage from your own pocket.

As above, if there are no witnesses and the CCTV doesn't show anything, you'll end up paying. Contact the CCTV owner to check, and report the incident to the police: If someone damages an unattended car, the correct procedure is to contact the police & leave their details - it's very unlikely, but they may have actually done so.
If you have a damaged bumper, there may be further, surprisingly expensive damage behind it: If it is just the bumper 'shell', you should be able to replace it relatively cheaply (not the point, I know, but may help).0 -
Be warned that it will likely cost you far far more in the long term to claim off anybody than to simply suck it up and pay yourself. Once your insurance is informed your policy prices will go up a lot for several years, even if it is obviously 100% not your fault.
However, you are contractually obliged to inform your insurers of any incident, so that they can accurately assess your new level of risk and increase your premium.
Can't tell you what to do here, but I know what I would do in your positionI want to go back to The Olden Days, when every single thing that I can think of was better.....

I have contacted the car park to find out who owns the CCTV and have called them, they told me "why have you not informed police?"
I'm so !!!!ed about this...but obviously not much I can do but wait...

Just a quick reply....I contacted police and having someone call me back this evening.
The CCTV can only be observed by the police...I explained the damage and they said the person who hit me does have 24 hours to report so not much will be done for 24 hours now.
He told me it's a criminal offence that leads to points on the license and a fine, I explained there were work vans etc about this week and he said it didn't matter who hit me in 24 hours they can request the CCTV only if the car park allows which he thinks they will as its private property.
So I guess I just wait and see.
