I am putting a new power supply into an outbuilding which will then provide a power point for a caravan. Which is the cheapest supplier?

Are you extending the wiring from an existing building or paying for a completely new supply via the distribution company ?Never pay on an estimated bill. Always read and understand your bill0

A completely 'Independant' power supply will require your local network to run cables from the nearest pole/junction, and fit a meter which will attract a 'Daily Standing Charge' of xxpence per day, and also the caravan could be liable for Council Tax
If it's just a power supply for a home office or low grade heating over the winter to control damp, it would be better to run a supply by armoured cable from the house wiring0 -

Consult a comparison site and find the best deal for you based on your anticipated annual consumption in kWh.

As said consult comparison sites for cheapest supplier.
In terms of having a new connection, you are limited to your own dno and any independent connection provider that will offer to do the work for you. If you are going with an icp or company's like crown energy, double check to see how their quote compares with the dno quote.0
