PARKING CHARGE NOTICE (PCN)
Hello everyone I wonder if you could provide some help
I received a parking ticket at a beach car park in cornwall for an expired ticket. I purchased a valid ticket for the period I had thought was necessary. My ticket was going to expire so at that point I purchased another ticket but I accidentally in my haste as I was conducting a survey working against the tide accidentally placed the wrong ticket on my window screen (I managed to take off the old one and then place it back, leaving the new ticket that lasts for a whole 24 hours left in the car). The new ticket was bought in time and I have photo evidence of the amount paid, registration plate and the periods covered to park.
SO..... I appealed and asked Armtrack to see my honest mistake + If they could take into consideration my genuine reasons = They declined with a standard email that they must send to all appeals by the looks of it.
I was completely naive and thought by doing the genuine thing they would consider, but clearly not. I said I was the insured driver and provided my address. Now only reading reviews I shouldn't have done anything and left it and now I feel a bit foolish for being the "nice guy".
I would like to ask for any advice? Shall I continue further to the IPC?
I'm not the registered keeper (the car belongs elsewhere).

Don't. That's how we all start off. You felt you were doing the right thing because you believed you were dealing with a reasonable company.
Im in Cornwall and have a lot of experience with this company. They haven't been to court for a few years. You paid for the ticket and have proof. You should now ignore their correspondence and that of TNC (debt collectors)and not be distracted by any of their arguments. They've only got a couple of beach car parks so I can guess which ones they could be. Concerned by any correspondence from them then come on here or pepipoo for reassurance. Keep the letters safe!!!0 -

I've read that I shouldn't have provided my name and address and stated that I was the driver. Is this a mistake?
Their email reply provides different site photographs and not the photos of the parking charge notice in dispute. The link they provided photographic evidence of the car does not even work.
What are your views on emailing the landowner? seeking citizens advice? or like you said just leave it.
I've kept the notice and all my tickets as evidence.

Contacting the owner is worth a go. If its sennen the harbourmaster will probably not get involved but try anyway.CAB don't bother. Do you mean to say you go to paymypcn and put in the car reg and pcn number and it cant find you?0

Yes it is sennen, seems I was removing ghost fishing net and plastic from the beach may help. I haven't tried paymypcn my comp blocks me from visiting.

The car park is owned separately from the beach, I believe the harbour master owns the car park and the beach is owned partly by council and privately.0 -

This from the Harbour Commisioners website. Lots of nonsense about penalties being issued.
Harbour Car Park
Ticket enforcement is carried out by an external organisation; the car park is regularly visited by officers of this organisation and cars parked without a valid ticket on display or not parked within the marked bays will be liable to a penalty ticket.
Vehicles parked on the Commissioner`s entrance road to the car park (anywhere west of the lifeboat house)
or in the wharf area used by the Cove`s commercial fishermen will also be liable to ticketing.
Please note that enforcement payments go to the enforcing organisation and not the Harbour Commissioners.
Clamping is not employed.
TICKETS MUST BE VISIBLE TO THE ENFORCING OFFICER - THE TICKETS HAVE STICKY BACKS TO ALLOW THEM TO BE STUCK TO WINDSCREENS AND DASHBOARDS - BEWARE OF WINDY CONDITIONS - IF HE CAN`T SEE YOUR TICKET HE WILL ISSUE A PENALTY.
Any disputes concerning penalty notices should be taken up with the enforcement company using the information on the ticket - not with the Harbour Authority.0 -

Just checked - the photos are there. I'm writing to the harbour master as we speak hopefully they may help. I'm also attaching photos of the valid ticket and plastic/fishing nets removed from the beach. This has put me off going back to the beach now.

I also have had aticket from Amtrac at this car park (my ticket fell down from the windscreen, I met the operative putting PCN on my car, he refused to look at my ticket, when I opened up the car to show him that it had fallen. He also threatened me with violence!). Anyway, I appealed and have also just had my appeal dimissed by IAS. I have emailed the cafe and asked them if they could tell me who owns the car park and their contact details, they have responded and I am going to make contact.
So I continue with my plight, a friend was with me at the time and witnessed it all. I am very interesed to find out how you get along. Is it too soon to invlove our MP? I really want to see these companies be made to act fairly, so please point out any threads/guides to complain about them generally.

not need to be liveried.
• your front-line operational staff wear a uniform and
carry a photo-identity card that is visible and available
for inspection by drivers
• you deal with drivers and other members of the
public in a professional way, avoiding using aggressive
or threatening language
