It shouldn't take that long as there is no 'cooling off' period for in contract tariff transfers.

I emailed them on Friday as suggested and they replied within 3 hours to confirm that Topaz is cheaper for me and that that it'll take up to 15 days to complete - due to the change of the billing period, whatever that means.

I phoned on Wednesday. The call was answered in 20 secs. I asked to be switched to Topaz, gave them a meter reading and the switch went through immediately. My guess is that the person that responded to your e-mail was confused about the requirement for a 'cooling off' period. There is no such Licence requirement if you are staying with the same supplier. I suggest that you give them a call with a meter reading.
