Vending machine scam

Earlier today I tried to get some Hula Hoops out of a vending machine but they didn't come out. I went to the front desk to get my 70p back and the woman said "would you have said anything if you got two lots come out?".

Long story short the woman told me because the machine occasionally gives out things not paid for and people never come forward they have a policy of not refunding errors to balance everything out.

I know it's only 70p but really want to shake that machine until everything drops out...

Should have gave it a nudge.

Moved onto vending machines now.

I am going to call BS on this, any retailer would know that such behaviour was illegal.

Is "scam" the most over-used and mis-used word on MSE?

The circumstances suggested by the OP would only be a Scam if the vending machine operator and the retailer had conspired together to make the machine less reliable than it should be in order to part customers from their money by deception and then follow that up by a contrived policy of not refunding them.

The only error was the choice of hula hoops.
Monster munch are far superior .
