The 'best' firewall is a hardware one, this can cost thousands of pounds, do you mean best software firewall for home use?

Most routers have excellent firewalls installed if its only incoming probes you are worried about however a software one will be needed to stop outbound connections.

I've found the inbuilt Windows Firewall to be more than adequate, albeit used in conjunction with a NAT-enabled router.
