Windows Live Mail to "Mail app"?

I currently use Windows Live Mail to view my Hotmail email and an email issued through my service provider (with the service provider one it's the only way I can view emails sent to it). I have received a couple of emails from Outlook which says that they've upgraded Outlook.com and that wef the end of June it will no longer be possible to send or receive emails sent to Outlook.com in Windows Live Mail (I'm assuming Outlook.com is the same as Hotmail?).
It goes on to say that you "currently use Windows Live Mail 2012, we recommend that you switch to the Mail app in Windows. The Mail app is built in to Windows 8.1 and Windows 10. To begin using it, simply launch the app and add your Outlook.com account".
First of all, forgive my ignorance, but I know nothing of technology, so what I'm asking may seem simple. I've searched for this app, and it seems that it's related to mobile phones? I don't use my phone for going online etc, I use a PC:
1) I currently use Windows 7 Home (and am dreading what appears to be the compulsory switch to Windows 10 about which there are one or two threads on here), so is the above relevant to me?
2) How do I do what they're suggesting for my PC?
3) Is the "Mail app" the same sort of thing as Windows Live Mail?
4) If I did "switch" to the Mail app, would I then be able to view my Hotmail emails (along with my other service provider email) through this as I do currently through Windows Live Mail?

Are Hotmail and Outlook the same though? I currently read my Hotmail emails (and other email) through Windows Live Mail (or I can just logon to Hotmail.com for the Hotmail one). I don't use Outlook. I don't even understand whether I would logon via Hotmail.com now or whether Outlook is something else?
Sorry, I'm struggling to understand. You mention that it is relevant to me as it's unrelated to any operating system. However, I currently use Windows 7, but you mention that I'd have to have Windows 10 for the Mail app.

Without you spending any money, or upgrading to Windows 10 (Not as bad as people make out just so you know, personally I find it a great improvement.) You should be able to get an update for Windows Live Mail from windows update that will allow you to carry on using Windows Live mail.
As for the hotmail/outlook bit, this is a bit of a bodge by microsoft as far as i'm concerned. Basically, you can get addresses from microsoft ending in @hotmail.com, @live.com and @outlook.com (And others not mentioned) MS also have a fully featured desktop client (Like windows Live Mail, but more for professional use) called "Outlook".
Regardless of the above, you will still be able to log in at hotmail.com

The Windows 8.1/10 Mail app is pretty grim. But I cannot believe that the only other email client that will work is Outlook. Surely (as previous poster suggested) Thunderbird or EM Client will also work.0 -
Are Hotmail and Outlook the same though?
Then, in their infinite wisdom, they decided to change the name of their free e mail service from Hotmail to Outlook.

I've also experienced this (I haved vista as my operating system). WLM is effectively now dead. You can still access and use your hotnail account via any browser.
