There's another potential reason - as experienced personally - the Amex card 'bin' number (first few digits) may report as not being a UK issued card. UK banks will not balance transfer to non-UK cards.
My UK Everyday AMEX suffers this - other banks think it's an Australian issued card. I presume the 'bin' database is out of date. It's definitely UK issued.0
