Ok so its not a credit card questions that's because I found nothing relating to debit cards.
A parking charge notice from a private car park (for shoppers) was sent to a disabled friend who thought blue badge holders parked free as there was no indication on the bays disabled had to pay.
They could have paid on the autoline but didn't like the 'Paying by credit or debit charge their is a surcharge of £.50' which I thought had been changed after EU changed the law which started on March 1st 2015. I've asked my bank what they charge businesses am waiting answer.

They can only charge what it costs them - which may be 50p, when all costs are taken into account, not just bank charges.0

It's not the 50p that's the rip-off - it's the parking fee on a shoppers' car park.
It is possible to avoid paying it - visit the parking board to learn how.

Are you saying that your friend parked in a pay and display car park on the assumption that blue badge holders did not have to pay?...They could have paid on the autoline but didn't like the 'Paying by credit or debit charge their is a surcharge of £.50' which I thought had been changed after EU changed the law which started on March 1st 2015.....
Not yet. There is a ban on card surcharges in PSD2, but that's not yet in effect....I've asked my bank what they charge businesses am waiting answer.....
It's nothing to do with your bank. It's VISA and Mastercard that levy the charges.0
