When I got the new permit the other day I signed something in the concierge that said I must make sure the permit is on clear view in my vehicle at all times.
That I will not loan out the permit to other for them to use otherwise they will then have the right to take my space away from me.
What does your lease say about parking? This is the important bit that you should be concentrating on.
Why on earth would you sign something saying you will display a permit that is not fit for purpose, where the signage does not meet the BPA CoP, especially as you haven't said whether your LEASE says you have to display one?
Please tell us what your lease says about parking rather than shooting yourself in the foot by signing a rubbish agreement.

The one I signed for the other day is for a brand new permit that is now fixed to the windscreen of my car and is the permit I should have been given in the first place so I was happy to sign for that.
I have now had an email from the Estate Manager asking me to meet with him this afternoon, luckily both me and my partner are on leave today so we are going to meet with him. Any advice on what to say or do or bring with us?0 -
Why do you keep ignoring the questions about what your lease says?
This is what you should be discussing with the Estate Manager today. If indeed your lease states that the space is included and makes no reference to any permit being required take this with you to show him. Tell him the lease over-rules any made up parking scheme and you won't be taking part in it, hand him your permit and tell him to add your vehicle to a white list with the parking company or you will be suing them and the estate management company for trespass if they put any more tickets on your car.0 -

Ok so I have just found the Parking Space Licence I signed on 24th March for the underground parking space. Not at any point does it make reference to a permit or even a permit being on display at all times. It more talks about making sure my payments are up to date (which they are), the space is kept clean and tidy (which it is) and to not cause any damage or obstruction to the premises (which I was not) So I will take this with me today.0

My flat and my parking space aren't linked payment wise so my flat lease doesn't mention anything about parking only what I can and can't do within the flat or the building. I pay the same Housing Association but in to two different departments, hence why I have a seperate Parking Space License.0

You could write to the MA telling them you have withdrawn from the permit scheme as you are being harassed by the parking scumpany that is supposed to manage parking, not prey on genuine lease holders, and hand back the permit at the same time. The permit scheme is obviously a scam as there is no requirement for you to display one.
Tell them if this goes to court you will be calling them as witnesses.

Lease will almost certainly have a catch all clause that allows the management company/landowner to bring in any measures from time to time for the good management of the estate/property.
I have been on this forum for some time. I have never come across any threads where a lease did not have that catch all clause.0 -
So the chat yesterday went well with the Estate Manager. They are going to ask the parking company to hold the fine while they conduct an internal investigation.
It turns out that the Concierge had been given permission to issue me with a new permit on 19th April and told Southern Housing to inform me of this. However Southern Housing had failed to tell me that the permit issue had been sorted and to go and collect my new one. I have forwarded on emails to the Estate Manager from me to Southern Housing asking about the permit issue on 3rd May to which I got no reply.
He told me that in order for them to get tickets rescinded they need to have good grounds to do so, in terms of their Concierge they had done everything correctly so weren't at fault. It looks as though Southern Housing were at fault for not passing on valuable information to myself of a new permit being ready for collection and they should accept responsibility on this occasion.
The Estate Manager also told me that new signage was on order for Village.0
