Possible fraud by my mother/brother with a Mobility car

We do only have only the OP's interpretation of the issue.
I wouldn't say the OP has a jealous tone in her posts this is not coming off for me in her posts and I'm happy in my mind the OP is not jealous and has a genuine concern.
Surrounding the possibility of mum being fined etc for fraud or being coerced into fraud is a possibility but only a decision Motability can take, and TBH from these posts I cant see how motability will take this route with mum especially if Bro is pulling all her strings.
Definitely call Motability I know there is a possibility there will be more details you could provide them than you could here due to not identifying yourself personally in the forums.
They are independent to DWP and have their own fraud department and advisers who will assist you in making the allegations against your brother.
If mum is vulnerable as she sounds, you may want to be her advocate for benefits in the future and by that I mean a person for the DWP to contact as well as your mum about any changes or upcoming assessments and claim changes etc.
Power of attorney to me seems extreme, but if this is necessary then seek a solicitor out who can put this into place and seal it up as air tight as possible so brother cant challenge it for loop holes.0 -

Thanks for your advice, power is attorney is extreme but something that I would consider in the future as my mothers health get worse purely as I know the nature of my brother. For the time being we have come to a 'agreement' with everything (I won't put it here in case he reads this and puts 2 and 2 together!!)
Thanks again0 -
Motability won't do ANYTHING they know misuse is rife but as long as the money keeps rolling in they don't care. The whole system is backed by the banks. the sooner this stupid scheme is shut down the better.0
