    Hi Coupon-mad thank you for that link, it's really useful particularly the ECP response, I'll be reading through again later and getting pointers for mine.

    I see that the appeal was won on singly no land owner authority though as the site was leased. In my case the site is owned by ECP so I don't think I can use that point can I?

    Leasehold title is ownership for a certain time under a lease. Freehold title is an 'overall' land ownership. I doubt ECP own the freehold?

    The Land Registry online title deed names ECPL as the registered owners unfortunately.

    Which one is best to choose? I'll be appealing in my son's name I guess so will be publishing his name and address. Presumably this is ok?

    OK, so if name and postal address is required by POPLA - provide that. If an email addy will suffice provide that - he/you could open a new throwaway account with hotmail or gmail, if you want to keep the PCN/POPLA stuff away from normal email.

    ok, understood.

    I'm basing my appeal statements on the excellent link which Coupon-mad sent- https://forums.moneysavingexpert.com/discussion/5470992.
    Mine will be a bit different though as contesting the ANPR images will be the main point as they are cropped images and no demonstrable connection with the car park. The thing that's puzzling me though is that in order to capture a car crossing the boundary from the car park back to the street, the camera must have been positioned directly across the street so presumably from a stationery vehicle. Does this have implications do you think re the BPA code of conduct?

    Unlikely. This is not a regulated industry, the BPA themselves confirm this, but decided not mention it to the Supreme Court who believe that the BPA Code of Practice is 'essentially binding'.

    The only fair way to charge for parking would appear to be ticket on entry and then pay on exit for the time elapsed. About time that parking was regulated, time to get a govt petition launched maybe if it hasn't already...
    I see that POPLA is administered by The Ombudsman Service Ltd, I wonder how impartial and independent they are?
