You may never speed (?), but what about the guy who bought your car? If he is caught on camera in the days (weeks?) before DVLA process the change of keeper, any NIP will be sent to you at the old address.
If you don't respond naming the new keeper (which you won't, as you won't have received the NIP), the next thing will be a summons for failing to nominate, which again you won't get. There will then follow a chain of consequences, including being found guilty in your absence, a large fine plus costs, 6 points on your licence, and then revocation of your licence because you haven't surrendered it for endorsement. Probably followed by being stopped by the police for driving without a licence.
But don't worry, it may not happen.0 -

Up to £1,000... In practice, I really wouldn't bother. The keeper-change is on the way through, and there's not much tax to come back. Forget about it, and - in the unlikely event anything comes of it - feign surprise.0 -

Well they seem like a completely normal person - I wouldn't actively choose to take the risk of being blamed for their fines, but I can't imagine they would do anything rash.
