Provisional is better ID inb the sense its official ID, so if he has to deal with the bank for example they would accept that (not if its out of date as i found to my detriment
) but a citizen card, if only used for buying booze etc if generally accepted most places (and if they refused it i'd be complaining to the council or trading standards and most places that need ID have a poster that clearly show it as accepted ID) This is a system account and does not represent a real person. I would definitely go with a provisional licence, even if he's not learning to drive. I'm 26 now so sadly too old to get IDed but when I was his age I had a Citizen Card and got turned away many times by bars and clubs which only accepted passports or driving licences.0
