The notes you get from the DVLA when you surrender a private plate state that if you're removing the plate so that you can sell the vehicle, you should not let the car go until you've had the paperwork back. The official reason is (or was, I haven't done it for a while) that they might want to inspect the vehicle, but I suspect another reason may well be the confusion it causes.
Buyers tend to be suspicious when you tell them the V5C isn't available until it comes back with the new VRM on it. Seller should have waited until it was all sorted, but many just go "it'll be OK". Buyer shouldn't have bought without a V5. All you can do now is wait for the DVLA.0
