Video compression freeware

I am looking for some video compression freeware to compress a 180Mb MP4 file to around 10Mb - by reducing the resolution from 1920*1080.
Quality not that important (it was created on my phone and is a silly size for a 1 minute video)
I have tried Wondershare video converter - which only allows a free trial of a small file.
I seem to remember, in the past - using a freeware utility, that allowed you to input the size and format of the desired output file .... ?
Please - not FREEMAKE (https://forums.moneysavingexpert.com/discussion/5394430)
Or HANDBRAKE - Couldn't get that to work properly (probably down to me)
