As above, English law applies and theoretically you could be held liable despite living in Scotland.

However, the parking scums' court weapon of choice is the Money Claim Online, and MCOL can only be used against residents of England and Wales. To bring a claim against a resident of Scotland they have a significantly more complex and expensive process to go through. I've never heard of a parking company doing it, and it's highly unlikely that this knuckle-dragger will be the first!

So go for the landowner cancellation, but as regards the parking scum, just ignore them. Not worth appealing to the bent IAS, unless you want to do it just to cost the parking scum money.

It has been known for MCOL's to be filed against residents of Scotland where the court staff fail to notice that the address is in Scotland (perhaps where the claimant accidentally-on-purpose left out the word "Scotland") so in the vanishingly small eventuality of you receiving court papers from Northampton you would write to the court immediately pointing out that you are in Scotland and can't be MCOL'ed.
