the bus, taxi or as said mobility scooter. What is this about "qualifying" for a mobility scooter? There is no requirement for that.

Therefore you must have some provable disability to use oneUse by non-disabled people
If you aren’t disabled, you can only drive a mobility scooter or powered wheelchair if you’re:- demonstrating the vehicle before it’s sold
- training a disabled user
- taking the vehicle to or from maintenance or repair
However, it gets abused because there is virtually no policing of the sales/hire/use of them0
