Alternative to car for elderly people

I have an elderly relative with ok english but she can't read and pass dvla theory test as her english is not at that level
Is there anything like tricycle or electric cars that she can drive to get around without full license ?

Electric bike - no licence needed
I think anything else either needs a full licence or requires a CBT to be passed0 -
But don't want anything that is two wheel though0

the bus, taxi or as said mobility scooter. What is this about "qualifying" for a mobility scooter? There is no requirement for that.0

What is the range and charging time?
Space between my home and hers is around 6 miles can scooter drive that much0 -

The only "qualification" needed to use a mobility scooter is having access to one.
If she doesn't want an electric bike, then how about an electric trike?

Did but couldnt see price tag and seems few k at least for one and if something goes wrong then pay few k to fix0
